There are both benefits and drawbacks to growing with either. However, a high-quality clone crop will outperform a high-quality seed crop.
With clones, you know the THC potency by testing the parent plant. Thus, ensuring you are growing legal hemp not illegal marijuana or low-value fiber hemp.
Clones are 100% female. There are no males in the crop to wreck CBD values.
Quality clones will display: vigorous new growth; established root systems; and, be free from and resistant to pests.

Seeds
Only a proportion of seeds will actually germinate, so often more than 1 seed needs to be planted per hole.
There will also be males in the seed crop and they need to be removed.

A single flowering male plant can easily pollinate dozens of female plants. Male pollen is detrimental to CBD production when it fertilizes female flowers.
Once fertilized, female flowers stop CBD production and shift their energy into making seeds. Thus, having males in the crop results in lower yield, and lower CBD potency.
You can buy ‘feminized’ seeds but some males still make it through the process and can damage your crop. (If 1 male can pollinate 20 females, even a feminization rate of 95% isn’t good enough). After feminization, the remaining females are more prone to turning hermaphroditic, and are more likely to spontaneously produce male flowers and pollen.

Seed Summary: Seeds are risky because seed genetics are more variable than clones. So, the seed crop will vary more in its yield, as well as potency.
